Minutes of the Community, Communications and New Projects Committee Meeting

 held at 6pm on 16^th July 2026

27/171        To receive any apologies for absence
Apologies were received from Cllr Mike Chantler & Cllr Chris Williams

27/172        To make any declarations of interest
Cllr Michaela Daniels declared an interest in item 27/177 as she is a local business owner and supporter the High Street Christmas Tree initiative.

27/173        To determine which items if any, from the agenda should be taken with the public excluded.
No items were identified.

27/174        To agree any variations of order of business
There were no variations to the order of business.

27/175        Public Participation

                   There were no members of the public present.

27/176        To approve the minutes of the Committee’s meeting of 2nd July 2026
The committee was unable to approve the minutes of the committee dated the 2^nd July 2026 as an amendment requested by Cllr Michaela Daniels had not been incorporated.

27/177        To consider the amendments to the draft Terms of Reference
Cllr Nick Hill proposed that the Committee adopts the Terms of Reference submitted by Cllr Michaela Daniels. The motion was seconded by Cllr Jason Adshead.

                   Resolved: That the Terms of Reference be adopted.

27/178        Motion from Councillor Jason Adshead - Contribution Towards Main Street Christmas Trees

For a number of years, the Christmas trees displayed along the High Street have helped make Chapel feel welcoming and festive during the Christmas period. They brighten up the town centre, support local businesses and are something many residents look forward to seeing each year.

Following a difficult few years, I think it would be a nice gesture for the Parish Council to support something that brings people together and adds a bit of pride to the town.

The Christmas tree display is organised by volunteers and local businesses, and without their time and effort it simply would not happen.

I would therefore like the Council to consider making a contribution of £1,500 towards this year’s display.

The motion was seconded by Cllr Mark Drabble.

Resolved: That Chapel-en-le-Frith Parish Council awards a grant of £1,500 towards the Main Street Christmas tree display for the 2026 festive season.

The motion was carried unanimously by those entitled to vote. Cllr Michaela Daniels abstained due to her declared interest.

27/179        Updates on previous minutes

Minute 27/123 Purchase of bleed kits
The Standard Operating Procedure (SOP) requires further detail regarding locations, permission to install, cost, insurance, maintenance arrangements, funding and the relevant budget line. Members agreed that the proposal was a positive initiative in principle.

Action:  Assistant Clerk and Cllr Chris Williams.

Minute 27/125 Parish Noticeboards
This matter has been referred to the Clerk to obtain information regarding legislative and governance implications on private donations.

Quotes obtained – budget line to be identified

27/180        To consider the Parish Council Community Awards including creation of criteria, SOP, nomination form.
Quotations have been obtained. The relevant budget line is to be identified.

27/181        Motion from Cllr Michaela Daniels

That the Communications, Community & New Projects Committee undertakes a strategic review of all parks and public open spaces owned or managed by the Parish Council, with the objective of developing a long-term vision for their improvement and sustainability.

As part of this review, the Committee should give particular consideration to Memorial Park, assessing how it could be enhanced to work towards Green Flag Award standard as a benchmark of excellence in park management.

The review should include:

•  An assessment of the current condition, use and facilities across all Parish Council parks and green spaces.

•  Consideration of future investment priorities, accessibility, biodiversity, landscaping, play provision, visitor experience and environmental sustainability.

•  A review of existing assets, including the MUGA, ensuring these are considered as part of the wider vision for the park rather than as standalone projects.

•  Identification of external funding opportunities and partnership working.

•  Development of a phased Parks Improvement Strategy with priorities, estimated costs and timescales.

•  A report back to Full Council with recommendations for consideration.

Reason for Motion

The Parish Council has responsibility for several valuable public green spaces that play an important role in the health, wellbeing and enjoyment of residents and visitors. Rather than considering individual projects in isolation, the Council should adopt a strategic approach to the future development of its parks.

Memorial Park, as the Council’s flagship park, has the potential to become a Green Flag quality public space, providing a long-term aspiration that supports community pride, environmental improvement, biodiversity and increased visitor appeal. Any review of the MUGA should form part of this wider strategy and not be considered in isolation.
Cllr Hill explained that the Amenities Committee will be carrying out a full H&S review of parks and green spaces so there is an opportunity for the 2 committees to collaborate.  Cllr Daniels will identify Green Flag approved assessors and get quotes
