27/293 To receive apologies for absence.
27/294 To make any Declarations of Interest regarding items on the agenda.
27/295 To agree any variation of order of business.
27/296 To determine which items, if any, from the Agenda should be taken with the public excluded. If the Parish Council decides to exclude the public, it will be necessary to pass a resolution in the following terms: “to consider a resolution under the Public Bodies (Admission to Meetings Act 1960) s1 to exclude members of the press and public in order to discuss item number ...”
27/297 Public Speaking: To receive representations from members of the public in accordance with the Council’s Standing Orders.
27/298 To approve the minutes of the Finance Committee Meeting held on 31st July 2026.
27/299 Chapel-en-le-Frith lease and rent review: To consider Derbyshire County Council’s proposal concerning future rent reviews under the library lease, including the proposed annual review, zero per cent floor, and three per cent annual cap, and to agree a response.
To receive updates on actions arising from previous meetings:
27/203 Liaison with Dove Holes Community Association.
27/204 The £40,000 capital repayment of the High Peak Borough Council loan.
27/300 Financial monitoring and forecast outcome: To consider the latest available income and expenditure figures for 2026/27 and the forecast position at the end of the financial year, including:
a. significant variances against budget;
b. forecast income and expenditure for the full year;
c. anticipated year end balances;
d. Town Hall hire income;
e. Town Hall utility costs; and
f. any financial risks or corrective action requiring consideration.
27/301 Reserves and cash balances: To review the Council’s earmarked and restricted reserves and their reconciliation with available cash balances, including the treatment of Section 106 monies, and to agree any action required to correct or clarify the reserves schedule.
27/302 Review and update of the risk register: To review and update the Council’s risk register including:
a. review of current risks;
b. issues arising from the 2025/26 AGAR; and
c. issues arising from the £2,000 expenditure on the Sherwood Soldier sculpture.
27/303 Financial reporting arrangements: To consider and recommend improvements to the Council’s financial reporting arranagements.
27/304 47 and 49 Market Street: To review the financial performance of the Council’s shop and flat at 47/49 Market Street, including:
a. the recently received condition survey and any resulting financial implications;
b. evidence of current achievable market rents for the shop and flat;
c. the latest indicative capital value of the property;
d. the current and prospective rental yield; and
e. the implications for future budgets and financial planning.
27/305 Preliminary budget for 2027/28: To commence the preparation of the Council’s budget for 2027/28 and consider:
a. assumptions concerning inflation, staffing, utilities, contracts, and other cost pressures;
b. anticipated changes in income;
c. the appropriate use and level of reserves;
d. potential capital expenditure and projects;
e. proposed transfers to or from reserves;
f. any proposals from councillors for new expenditure;
g. the likely implications for the parish precept; and
h. the information required to prepare alternative budget options for consideration in December.
27/306 Bank signatories: To review current bank signatories and recommend changes, including financial training.
27/307 Finance Committee work programme: To agree the Committee’s work programme for the meetings on 11 December 2026, 15 January 2027, 19 February 2027, and 21 May 2027, including:
a. on 11 December 2026, to recommend alternative 2027/28 budget and precept options to the January meeting of Full Council for consideration and direction;
b. on 15 January 2027, having regard to the direction given by Full Council, to recommend a final 2027/28 budget and precept to the February meeting of Full Council for approval; and
c. on 19 February 2027, to consider forecast 2026/27 budget variances and recommend to the March meeting of Full Council any expenditure to be approved before the end of the financial year.
27/308 Date of next meeting: to note that the next scheduled meeting of the Committee is Friday 11th December 2026 at 3.30pm.
